Tender Invitation Notice –
Expression of Interest in Tender for
Mechanical and Electrical Services
(2/F Data Floor Infrastructure and Fit Out) Contract
On behalf of the Employer, China Telecom Global Limited, we are pleased to invite your Company to express interest in tendering for the Mechanical and Electrical Services (2/F Data Floor Infrastructure and Fit Out) Contract for the captioned Project. For your information, the project particulars are as follows: -

3. General Description : |
Design, supply and installation of Works to complete Data Hall Infrastructure and Fit Out, including but not limited to Electrical System, UPS System, MVAC System, ELV System, Fire Services Installation, Security System, Builder’s work etc., as described in Technical Specification and shown on Tender Drawings |
The tender document and any other information supplied on request in connection with and relating to the Project constitute confidential information (“Confidential Information”) for the purposes of this tender and, accordingly, you shall hold the Confidential Information to be received in complete confidence and shall be liable for any loss suffered by the Employer arising from your unauthorized disclosure of Confidential Information.
Should you be interested to tender for the captioned works and accept your confidentiality obligations as stated in above paragraph, please send an email to Mr. Cedric But (cedric.b**@hk.rlb.com) to get the link for download of tender document on or before 27th April 2026, and submit the required information according to the guideline in “Conditions of Tendering”, on or before 12:00 noon 11th May 2026 to the Employer’s office (Attention: Mr. Samuel Kwok, 28/F Everbright Centre, 108 Gloucester Road, Wan Chai, Hong Kong). Late tenders may not be accepted.
If there is a controlling (i.e., one applicant directly or indirectly holding 50% or more of shares of another applicant) or management relationship between the applicant and another applicant, these applicants shall not separately submit proposals to the same tender and they shall also not submit proposals to different tenders within a project of the Employer.

Please note that the following submissions are essential for this tender:
a) |
Details of company including valid business registration certificate, names of parent holding company and subsidiary companies (if any).; |
b) |
Financial data of company for the Year 2024, 2023 and 2022. Provide audited financial report of the company (clearly showing tenderer’s name) covering the three full years of 2024, 2023 and 2022. The audited financial report should include statement of comprehensive income, financial position, cash flows and changes in equity etc. |
c) |
Record of litigation/arbitration cases which the tenderer is a party with claim of money more than HK$75,000 from 2023.01.01 to 2025.12.31 in relation to the construction project in Hong Kong*. Such litigation record of the company has to be certified by Hong Kong law firm. The litigation/arbitration cases shall be categorized by whether the tenderer is the defendant or the plaintiff. For any arbitration(s) subject to confidentiality obligation(s) (e.g., by NDA), tenderer shall provide the total number of these arbitration(s), general nature of the dispute(s) in each of these arbitration(s), general range of the amount claimed by/claiming against the tenderer, OR other information that (i) the disclosure of which does not infringe the tenderer's confidentiality obligation(s); AND (ii) ought to be disclosed to the Employer for its consideration of the tenderer's performance and integrity in relation to this tender; |
d) |
The project programme submitted shall meet the Milestone 1 and Milestone 2 as specified in the tender documents; |
e) |
Company’s certificate as a Minor Works Contractors registered with the Buildings Department (Type: Alteration and Addition Works, Class I, II & III); |
Please note that the following submissions are essential for this tender (Cont’d):
f) |
Written confirmation for: (1) Being listed as in Hong Kong Electrical and Mechanical Services Department, List of Registered Electrical Contractor(s) and currently NOT being gazetted for any disciplinary action; (2) The tenderer or its sub-contractor being listed as in Hong Kong Fire Services Department, List of Registered Fire Service Installation Contractor(s) of Class 1 and Class 2; (3) The tenderer NOT being suspended from tendering by Hong Kong Development Bureau in Electrical Installation Category in approved Suppliers of Materials and Specialist Contractors for Public Works list; The tenderer or its sub-contractor NOT being suspended from tendering by Hong Kong Development Bureau in Air-conditioning Installation Category and Fire Service Installation Category in approved Suppliers of Materials and Specialist Contractors for Public Works list; (4) Not forming joint-venture or consortium with other company to participate in this tender. |
Incomplete submission or false information may lead to disqualification.
